Cargo inspection
Inspection is one of the most important and sensitive links in the export and import chain. Due to its comprehensiveness and universality, this has become one of the most specialized and complex steps in the matter of export and import, and to facilitate this flow and ensure the quality of the goods, a series of comprehensive standards accepted by all countries have been used in the inspection stages. Is. The task of compiling these standards is the responsibility of the International Standard Committee (ISO), in which most of the world’s countries are members.
In goods inspection, custom made goods are usually ready for inspection. In this regard, it is possible that the inspection during construction has already been carried out by the Digsi organization or only the final inspection of the goods has been agreed upon by the customer and the seller (manufacturer). Most of the products related to the manufacturers of oil, gas and petrochemical industries, such as pipes, fittings, flanges, bolts and nuts, valves, pumps, and all kinds of electrical equipment and precision tools, are usually inspected in a final and pre-shipment manner. Since the mentioned goods have not been inspected during the construction, therefore, the inspection of the goods in one stage (or visit) will be very sensitive and difficult. In goods inspection, the most important duty of an inspector is control It will be the technical documents of manufacturing and product quality control (product conformity), because many of the manufacturing steps and related tests have already been done and the inspector was not present. Before inspecting the product and checking the documents, the inspector must have full knowledge of how to do this, the terms of delivery of the goods, the requirements of the contract and the customer’s request. The general compilation of inspection standards is the responsibility of “Iso” or: International Standard Organization. 1. Manufacturer’s Declaration (MD: Manufacture Declaration) and Supplier’s Declaration (SD: Supplier Declaration): It is a document in which the supplier or manufacturer declares the compliance of the goods with the relevant standards or basic requirements, in which the proforma number Or the invoice or letter of credit of the shipment is indicated and has a validity date.
2.Certificate of origin: It is a document issued by a competent authority (usually the Chamber of Commerce of the exporting country) and specifies the original origin of the goods or in other words the place of manufacture of the goods.
3.Commitment form and declaration of conformity of the importer of the goods: It is a document in which the importer of the goods undertakes that all the imported goods and goods comply with the standard accepted by the Iranian Standards Organization (ISIRI) and the customs declaration, and if it is proven otherwise, all its responsibilities It is the responsibility of the importer.
4.Verification of Conformity (VOC: Verification of Comfomity) is a document based on which one of the inspection companies or subject to quality control of the production unit or the managing director of the production unit approves the declaration of the supplier of goods.
5.The certificate of conformity (clearance license) (COC) is a document issued by the standard departments of the provinces and provides assurance that the imported product complies with the relevant standard, and if this document is presented, there is no need to send the product to the laboratory.
Note: According to Article 6 of the Executive Regulations of the Law on Export and Import Regulations, it is mandatory to present the certificate of conformity of the institution for the definitive clearance of the goods subject to the mandatory implementation of the standard.
1.Certificate of Quality, Quantity and Packaging (QQPC): This document is an inspection certificate issued by an inspection company and certifies the quality, quantity and packaging of goods.
2.Certificate of Registration of Goods (COR: Certification of Registration): It is a certificate issued by the General Director of Goods Inspection and Export and Import Affairs of Iran Standard and Industrial Research Organization and the purpose of its issuance is to include the validity date for foreign manufacturers and exporters, which is They continuously export goods to Iran.
3.Certificate of Inspection (COI: Certification of Inspection): It is a document that shows the conformity of the goods or order by conducting evaluation, visit, judgment and evaluation of the test results sheet.
4.The test results sheet (TR: Test Report): is a document that shows the test results of a product sample according to the relevant standard or basic requirements. In the test results sheet, information such as the type and manufacturer of the product, the date of the test, the name of the laboratory, the tested items and the results contained in it are specified with a stamp and signature.
5.Certificate of Price Confirmation (CRF): This document means the confirmation of the price of the goods by a valid inspection company, and importers who present this certificate to the customs are exempted from checking the price of the goods during the clearance of the goods.
